Relaxed shirts are cut with more room through the body and shoulders. That room is what gives them their shape, so your usual size ends up sitting loose all round. One size down keeps it sitting where it should, and you still get the full relaxed look.

These sit at your actual waist, so a 32 is a 32 in tailored and in relaxed. Only the cut around it changes.
Elasticated relaxed goes one down
Relaxed pieces carry more room through the seat and thigh. With an elasticated waist there is nothing holding that in, so your usual size sits loose. One down keeps it in place without losing the relaxed shape.
